I've been using the Canon Powershot SD700 to bring with me on Cruiser Rides and shoot pictures.

But like all cameras and especially point and shoots, it has difficulty in low light. Subjects are either blurry or washed out by the flash.
What camera do you recommend?

Rather than suggest a particular camera I'll suggest a technique. The sort of conditions you encounter on cruiser Rides would make almost any camera struggle. Camera shake is the main problem. The fix is a tripod, but carrying a tripod around, let alone setting it up and using it, is a big pain. By the time you've set up a tripod and lined up your shot the action is gone. What you need is something that can hold the camera perfectly steady while the shutter is open, but small enough to put in you pocket while riding. In low light the longer you can allow the shutter to be open the more saturated your colours will be and you will get less colour 'noise' and a smoother grain; a better picture all-round, but longer shutter speeds make it impossible to hand hold the camera steady.
Here's what I would do if I was photographing a cruiser ride. I'd get a small loosely packed bean bag. I fill a little fabirc bag with rice and sew it up. About the size of a fist is good, but even a large hack-sack would do. Find a parking meter, car roof, snapdeck, the ground, or any other unmoving surface to sit it on. Place the camera on the beanbag and line up your shot. Use the cameras self-timer. Most digital compact have one, and if you can just set it to a second or two. This will stop any camera shake caused by pushing the shutter button. Hit the shutter, step back and let the timer take the shot. Anything not moving will be perfectly sharp. The DLG lights will look great!
Been using parking meters, etc...
Good idea. I've been using parking meters and such to stabilize my point an shoot, but I hadn't considered the effect of pressing the shutter. Good idea to use the timer.
